The doctor: every annotation is a displacement, binned jointly

Placement (3×3 lattice) × magnitude (12 log bands, 3–300 px) × direction (16 sectors): 1,728 cells that each flow vector lands in exactly once, plus two scene-level statistics a per-vector bin cannot see (directional spread and outwardness).

• A cell is deficient when it holds less than 5% of the mass a uniform spread would give it.
• The prescription raises every deficient cell to that 5% floor, the minimum support floor.
• Dose = pairs needed to reach 95% of achievable deficiency closure, fixed before any model trains.
• Works identically for a handful of keypoints or a dense flow field.
